petition, citizens from all across North America -- representing all
walks of life, from tradesmen and students to government personnel and
professional specialists -- are requesting that you take all appropriate
action toward fulfilling their plea as expressed in the text of the
petition.

(2) Circulated during the period March 23, 2001 -- July 23, 2001, via
the Internet website of http://www.petitionpetition.com, the petition
presented the following background information:

SUMMARY: First published on Oct. 10, 1981, in the now-defunct
New York City newspaper "The News World," this proclamation
originally was drafted for Ronald Reagan's issuance. Now, it
appears in updated form below (as the heart of this petition)....

Presidential UFOpoliticking extends all the way back to Harry
Truman (whose alleged role in forming "Majestic-12," a panel
of high-ranking military-industrial experts secretly convened to
exploit UFO/E.T. technology, sparks debate even today). And most
of us know about Jimmy Carter's prepresidential encounter with a
nighttime UFO, followed by his campaign promise to work for
greater freedom of official UFO information. But the ensuing
moderate-profile UFOlogical authority in the White House was
epitomized by Ronald Reagan, who apparently had a fondness for
alluding to alien contact/invasion/interaction. Now, with
UFOlogically aware George W. Bush's ascension to Washington,
we've come full circle.

(3) Here's the text of the petition:

TEXT OF PETITION: We, the undersigned citizens, ever mindful that full
freedom of UFO information should be the rule rather than the exception,
hereby petition Pres. George W. Bush to issue the following
"Presidential Proclamation on Greater UFO Freedom of Information and
Accountability":

The Presidential UFOIA Proclamation:

BACKGROUND:

1. Since 1969 (with the formal declassification and public availability
of the archives known as USAF Project Blue Book records), and since the
advent of the amended U. S. Freedom of Information Act (which has been
instrumental in the public release of non-Blue Book-related UFO
documentation possessed by various agencies), the American public has
been able to exercise, to a limited degree, its right-to-know as regards
official UFO research.

2. The access limitation is due in part to the reluctance of certain
agencies to admit to their possession of UFO-related records, and in
part to certain agencies' censorship of such records under their
interpretation of the FOIA exemptions.

3. At this state in the federal government's role in UFO research, it is
more pertinent than ever that the government's position in this societal
issue be fully understood by members of the federal government and the
general public. That position is simple: the reported Unidentified
Flying Objects represent no threat to the nation's security; the general
public should look to the private sector, not to the government, for the
potential of further research into the UFO phenomenon.

THE INVESTIGATIVE STATUS QUO:

4. Without a formal, official research program to collect, analyze, and
disseminate UFO-encounter reports, the federal government must yield to
the efforts of privately funded researchers in this field.

5. For these private researchers to pursue their quest they must have
adequate resources -- including any funds that might be available from
government sources. But equally important to the success of their
voluntary undertaking is the cooperation of government agencies and
officials who have participated in official research.

6. That cooperation must include total declassification and public
release of any UFO-related records currently being withheld from public
view. It also must include the public availability of all UFO
information that might come into the government's possession in the
future.

THE PROCLAMATION:

7. Now, therefore, I, George W. Bush, president of the United States of
America, do hereby proclaim the U. S. government's affirmation of
greater freedom of UFO information, accountability, and expression. In
so doing, I --

-- Order that any currently classified UFO-related records
undergo immediate review for declassification and public display;

-- Prohibit the future classification/censorship/withholding of
any UFO-related records unless the U. S. president personally can be
assured that such action is in the nation's best interests;

-- Release all former and current military-intelligence and
operations personnel (including civilian/contract employees) from their
oaths of secrecy as regards their hard-core UFO knowledge.

[AUTHOR'S NOTE: This draft responds to the growing call
for greater public access to official UFO documentation. It
affords the U. S. Congress and the president another chance
at saving face on the UFO issue.
